I understand that a US person can receive a monetary gift from abroad without having to pat taxes. I also understand that the gift must be reported to the IRS on the proper form
IS THE LOW THE SAME FOR A RESIDENT ALIEN BUT NOT A US CITIZEN, RECEIVING A MONETARY GIFT FROM A FOREIGN COUNTRY?
WHAT IF THE MOUNT OF MONEY IS SEVERAL HUNDRED OF THOUSANDS OF $?

In the US there is no tax on receiving gifts, no matter how large and no matter whether it is from a foreign source or domestic. But you do have to report the gift using Form 3520 if it's from a foreign source and is more than $100K. This applies to both US citizens and resident aliens.
