OK so I'm 13 almost 14 and the guy I love is 16 I want to date him but I don't know him that well he is really nice and my older cousin dates his older sister is it OK if we date ? I want to let him know I like him but I only see him a few times in a year because he lives in a different town but I still want him is this totally wrong because his sister dates my couz ? ( I'm looking for answers that are like nothing to do with the law I just want to know if morally it is wright ) please help

In the grand scheme of life, 3 years isn't that big of an age gap.
In the teens and well into the 20s, each year is HUGE. You're just entering young adulthood and puberty. You're just starting high school (if you're in the USA), you're just leaving childhood. In one year, you'll have gone through so many hormonal and physical changes.
He's 3 years ahead of you, probably driving a car, an upperclassman at high school. He's in a totally different world than you.
Is there anything wrong with dating? No, but it's not wise to do at your age. You should be making friends and keeping casual. Anything you do should be with the consent and knowledge of your parents. Older boys tend to introduce younger girls to dangerous activities like partying and the like.
Maybe a group of friends, with this boy included, should go to the movies, go out to dinner somewhere, or go to a museum. You hardly know him, so just relax and remember to be young while you ARE young!

The first question is whether your parents allow you to date. You need to ask them first. Second, as Southamerica says, there is a vast difference between at your ages, even though its only 3 calendar years.
At 13 you should not be pursuing boys at all. Let them come to you if they are interested. And don't rush growing up. Enjoy your childhood.

I would not advise it, you and he are not in the same place in your maturity and in your emotional status.
Even mature 13 year olds ( and I am sure you are) do not need to be dating
