We used to have to push the handle on our hose bib in to turn it off, otherwise it would just turn & turn, now it won't turn off at all. I want to try and replace it without a plumber, but how can I tell if it is a screw on or soldered on bib? We had it replaces several years ago by a plumber, but I don't know what kind he used.

First, turn off the water and remove the handle and then the packing nut, located under the handle. Spray a little WD40 in the packing area, let it sit a while and then try to open the tap. You can put some tape on the stem and use a pair of vise grips. If that doesn't work, the bib should have a flange with 2 screws that attach it to the house. Remove the screws. Carefully pull the bib out and hopefully you can see the back to determine how attached. Another way is to have someone put a padded pipe wrench on the inside pipe, and you go outside with another pipe wrench or channel locks and carefully try to unscrew the bib. Person inside would have to be sure they are tightening. 75% OF THOSE I CHANGE ARE SCREWED ON.

First is this a regular hose bib or is it a frost free hose bib? Regular hose bibs attach to the pipe at the exterior side of the wall. Frost free hose bibs go all the way through the wall and shut off in side the house. Therefore they are attached to the piping inside the house. Is the other side of the wall exposed or can you see the piping on the other side?

The way you describe your problem it sounds like the handle is just slipping on the stem. Remove the screw that holds handle on and remove handle. Look at the splines on the end of the stem and the splines in the center of the handle. If splines on valve stem look OK get a new handle. Different stems and handles have different number of splines, take old handle with you to match up.
