No, they can not. The magnum round is longer and doesn't fit properly in the gun. Also it takes more striker punch to fire the magnum round as the base is actually thicker. (more force at the firing pin)

Along with the previous answer, I will add that any gun capable of firing .22 Magnum will be stamped with .22 WMR on the barrel. Also, a gun capable of firing .22 Magnum will not be able to fire .22 LR if that matters to you at all.
