( no power to switch have shut off breaker.)

What does that mean? You have to have power to the switch for the pump to run.

Possible causes of problem
1. Debris blocking port of the switch or the piping to the switch
2. Defective switch
3. Points of switch welded together

Suggested solutions

Turn off breakers, drain tank. Remove switch, inspect switch input port and piping. Clean and remove any scaling, rust or debris, or replace switch. They are not expensive.
If switch is mounted on well piping, cover opening, turn on breakers briefly and flush piping. Reinstall switch and turn on breakers.

If switch functions from a small tube from tank remove tubing and make sure it is clear by running a small wire through it.

If you decide to replace switch make sure that it matches the pressure settings of the tank or re-pressurize the tank to match the switch settings.
