Anyone know a source to find the text of the Senate Bill passed on August 20, 2009 that proposes to release 37,000 California prisoners early ?

They don't seem to be sortable by date of passage, so you would have to go by key-word. Try "early prisoner release" for 2009-2010. I found about 10 pages of hits.
