If man pees soon before ejaculating (cuming) does his sperm become less effective?

Elly, based on your other thread you are playing with fire. https://www.askmehelpdesk.com/womens-health/chances-pregnancy-585899.html I'd worry about whether you got pregnant the last time around before asking questions about the NEXT time around.
And the answer is no.
Here's some good info from the Cleveland Clinic: The Male Reproductive System (http://my.clevelandclinic.org/anatomy/male_reproductive_system/hic_the_male_reproductive_system.aspx)

I'm not really playing with fire actually. Like I said we usually use condoms. This is just a question to see if a statement my friend made is true or false. So therefore, I'm nowhere near playing with fire.

And sometimes you don't. Yes, you are playing with fire, especially when you use only one form of birth control.
