Looking for the artist who wrote a weird song in the 90's that has a fast beat where the singer speaks lines like" I saw a couple of girls at the mall, " whaterve"! That also did a short film or play of some sort about sock monkeys?

Kind of reminds me of The United states of Whatever. Not sure if that's the song you're referring to though.
