T8 18" fluorescent light will not turn on. It was flickering sporadically for some time and then quit entirely. I changed the bulb and it still will not start.

The ballast most likely is defective. That is a small box inside the fixture. Take it out and get a new match the specifications.

Probably a bad ballast. In many cases, it is more expensive to buy the ballast than a whole new light fixture.
