Can I get a license in Rhode Island but living in Florida but plan on moving to Rhode Island

What kind of license are you referring to? Driver's License? Business license? Something else?
If you're asking about a personal driver's license (not commercial) - it should be issued by the state that is your principal residence. You would apply to exchange your old FL license for a new RI License after you have moved to RI and made it your residence.
