Hello, I'm working on help desk level 1 privilege1. What are the suplement command and his limit?

That really depends on the company, and how they have their separation of duties setup. You may just be taking user issues, and creating tickets for them. If they are easy problems I'm sure you will fix them. If you can't fix them within a certain amount of time you may have to escalate to a higher tech. This is all speculation though, as I do not know how the company has all their stuff setup.
