Honeywell model RTH2300 Air Conditioning will not turn on and it won't change from 80 degrees

That model is your thermostat not your AC unit, just so we don't confuse folks. Here's what Honeywell say RTH2300B (http://yourhome.honeywell.com/home/Products/Thermostats/5-2-Day-Programmable/RTH2300B.htm#expand/collapse) The very first thing I would do is to confirm 240 vac is reaching the compressor motor outside.
