A "toilet" usually drains slowly because of a blockage or too little water in the bowl or tank. Make sure the small water line coming from the flush valve is going down the small pipe at the flapper, this fills the bowl. Make sure the water level in the tank is set at the water level mark. Make sure the bowl rim holes are not obstructed. Lift the flapper and make sure there are no bleach blocks or other items preventing flow. Finally, if nothing else works, look for a blockage in the waste line or possibly a blocked vent.

Ma covers it well but left out the final check. There is a relatively large hole in the sump area of the toilet pointing toward the wall. Reach down with your hand and stick your finger into this hole and fish around. Any clog here stops or slows the start of the siphon effect which creates the swosh you are hoping for.

Hey Bob, I just replaced an old toilet and it didn't have a sump hole, only rim holes.

Some don't but most do. I just like telling folks to stick their finger in there. It was Tom's, Speedball1's, favorite thing to do, carrying on the tradition
