I have received an excel file which is firstly not opening properly. Most of the time it opens as repaired vr

Even after opening when tried to change the cell format it is not allowing.

I read about it on internet where it says that it can happen if more than 4000 formats have been used but in my file data is in just 113 row and 17 colomuns.
