My daughter is getting married in August 2011. They are leaving on a cruise the same day as wedding. She is starting the application process now . Will she need to change last name on passport . How does that work if they leave the same day as her last name changes?

It doesn't matter if she has her marriage certificate with her, which shows her maiden name.
