How? We need more information.
At 2 weeks of age the puppy should still be nursing from mom, and that should be the only thing that he's eating. How would he get water in his nose?
What's going on that makes you think this is happening? Is he ill?

Are you saying that his nose is running? If it is, there may be an infection. Puppies are prone to chest infections, please have him and the other pups a long with mom to the vet for some post natal care.
