Is it okay to serve a 2 week or shorter eviction notice without lease agreement?

We would have to know your state to be sure, but in general, no. You normally have to give a 30-day notice.

Can you tell us why eviction is warranted? I agree, 30 days is what's needed. This is true with month to month renting as well as some leases

"CC § 1945.
§ 51106. Notice to Quit.
A hiring of real property, for a term not specified by the parties, is
deemed to be renewed as stated in the last section, at the end of the term
implied by law, unless one of the parties gives notice to the other of his
intention to terminate the same, at least as long before the expiration thereof
