I want to use a Google document that will let me put a table of contents with each item linked to the section referred to - and then add a "back to the top" link under each completed section.

Just like "anchors" in an html page.

Can I do that in a Google Document? I've not found the answer using the Google Docs help.

Thanks!

Google Docs is blocked at work  but I think your answer lies in the first search result here:
google docs anchors - Google Search (http://www.google.com/search?source=ig&hl=en&rlz=&=&q=google+docs+anchors&btnG=Google+Search#sclient=psy&hl=en&safe=off&q=google+docs+bookmarks&aq=0&aqi=g5&aql=f&oq=&pbx=1&fp=95c1784713a89693)
