I an very interested in the laws governing whether someone can rent me a room without running water,heat or a bathroom.I would be paying 300 a month for this tiny room and I want to be sure it is not a code violation.Is it legal to rent this room?

If the US, each state has their own landlord-tenant laws. Some also require a window. There are entrance and exit requirements, depending on private or shared access of the building.
Why would you even consider this for habitation? You could live in a self storage unit for less, although that's not legal.

As noted, location and context are important. There are legal boarding houses where plumbing is shared. There are areas where heat is not required, though very few.

But you need access to plumbing, it just doesn't have to be in the room. So such a rental is probably not legal.

If you rent a room, it is obviously in a property of some sort or another, therefore, there will be facilities available to you( bathroom, toilet, use of kitchen, garden etc.)The room would be your own private space with access usually to the rest of the house.The cost of the rent very often includes utility bills,therefore,you would have... just a room... but access to all amenities,inclusive of bills.I would say 300 per month all inclusive isn't bad.

Should you rent this room, then the lease will have everything in black and white for you to study before you sign on the dotted line... so to speak
