The sheriff has papers to serve me concerning a levyon a debt. This debt is old, & my understanding is that the amount is $8,000 but the sheriff is to seize anything valued up to $17,000 in my name to be sold to satisfy this debt. My question is I have a vehicle that is in my name & one that is in mine & another person's name. On the vehicle that is in my name alone, it is still being financed. Can they take this vehicle & I still have to make payments & also, since the sheriff has not served me with the papers yet, is it too late to contact my creditor & make payment arrangements. And what kind of property & how do they determine what is mine & solely in my name for the sheriff's office to confiscate.

Yes, it's too late.

They look for anything with your name on it. If it also belongs to someone else, they'll still take it and let you handle the fallout.
