I can not boot into windows reinstalled a new hard drive and I don't know how to format I don't have a floppy disk only a cd-rom

Do you have the operating CD, as part of the install process is a format.

Go to the hard drive manufacturers site on another PC and download the cd iso of their utilities and burn it on the other PC. Then set your PC to boot from CD rom first and use the utility to format the drive. If your installing XP, it has its own format but can take hours to complete unlike the manufacturers that takes minutes. I always liked the Maxtor utility but it requires at least one Maxtor drive on the machine to function. Also consider buying a floppy drive and installing it. My brother laughed at me cause all my machines had floppy drives until he tried to load XP to a sata drive and had no way to load the sata drivers. You don't have to install the floppy drive, you can run the ribbon out the side door and use the small power connector to run it from the outside with the bios set to boot from floppy first. Then when your done, shut down, disconnect it and go into the bios an reset the first boot device to cd rom for loading your OS. I have one machine that had no place to mount a floppy, but I keep it inside the PC on the floor just for this purpose. Unless you are loading Vista or 7, XP needs to have sata drivers loaded before the OS and floppy was the original way. There are iso's out there with the sata drivers integrated on the disk though. If your OS hard drive is IDE (ribbon type) that's not an issue and you do not need sata drivers except for secondary sata drives and you can load them later.
