I how do I reboot one compter from another computer

First the remote system must have policies in effect to allow for a remote shutdown/restart.

On the remote system

Start > Control Panel > Administrative Tools > Local Security Policy > Security Settings > Local Policies >
User Rights Assignment > Force shutdown from a remote system (double click) > Add User or Group >
Type Everyone into the object name box and click OK

Start > Control Panel > Administrative Tools > Local Security Policy > Security Settings > Local Policies >
User Rights Assignment > Shut down the system (double click) > Add User or Group >
Type Everyone into the object name box and click OK

Now the remote system is ready to be controlled.

From any computer on the network,
Start > Run > shutdown -i and click OK
This will open the shutdown interface

Click Add and type in the ip address or computer name of the remote system
Select what you want to do (Shutdown, Restart, Logoff)
Enter a comment
Click OK




Alternatively,
If you are using windows Remote Desktop, on the remote system:

Start > Run > msconfig and click OK (don't change any settings)
Select Restart
