I don't think so, because it's a federal law that prevents a felon from owning a firearm.

It's possible that some legistator thinks he or she might have a way around the federal law that Excon described, so I did a search (http://www.legislature.mi.gov/(S(gecjt231ayvv25z1de2hp445))/mileg.aspx?page=home) for pending legislation in the Michigan legislature. Didn't see any such proposed legislation.
