My father didn't pay child support for 3 years, he moved to alberta for work. I lived with him for six months, in December the child support people took the money he didn't pay right out of his bank account. My mother has been receiving 2100$ a month and I haven't seen any of this money. My dad apparently owes my mother 45,000$ in child support. I don't understand this and it doesn't seem right. Do the children have some right over the money they're father gives them in child support or does just belong to the mother?

No it is not the child's money and they child has no right to the money what so ever, it is to pay the mother for rent, food , electric , and other bills she pays for the child.
Also even if you lived with the father, if he did not go back to court and get any court orders changed, he owes the money for that time also.
And yes of course they take the money from his bank account, if he is a dead beat, did not pay properly, and had the money to pay but just refused to pay it, yes they take the money from his account.
You need to be questioning your dad as to why he was so far behind in payments and why he was not paying like he should
