My nephew (age 28) is finishing a 3 year sentence at a facility in Ohio and has nowhere to live.

I am trying to get him a fresh start in Pennsylvania - near where I live - away from the area where he has lived before. He is smart - a good young man - and willing to do about anything. Any ideas?

Employment for him?

Many people in the US are willing to do anything during this recession, so he has his work cut out for him. You don't say what he was imprisoned for or what his skills are, or if he took a course or took part in any programs inside. If he was in for drugs, perhaps he can work his way through the halfway house counseling sorts of jobs. His best bet is to live in one and do his best to eventually be hired by one. You appear not to want to take him in (you say 'near you?') so I'm not sure what else to say.
