I'm speaking for the U.S. here, but you can get a job in Accounts Payable, Accounts Receivable, or Billing without education in accounting. You might be able to find an entry level position in a Payroll department.
If by certificate, you mean becoming a Certified Public Accountant (CPA), you don't need that to work in accounting. You will need it to work in a public accounting firm at some point, but not to be hired. They usually allow people a few years to earn it. The thing about a certificate is that it enhances your resume when loking for a job. You can find high level jobs without it, though.
