Need more info.Well or city water? Is this in all fixtures? Any other info u can think might help us answer your question,

On most well systems u have a bladder tank. This does not fill all the way. The pump will fill it until the pressure switch reaches its max. At that time, if properly set, tank will have all the water in it to work your system.
