Can anybody tell me what would the main characteristics of second language literacy are?

The main characteristics of second language literacy are as follows:

1. your "second language" is the language in which you are most fluent apart from your mother tongue (which is, of course the language in which you are most fluent of all).

2. the extent to which you are able to use that second language in communication with those who themselves use your second language as their own first language or mother tongue will demonstrate your degree of literacy in your second language.
