I live on the top floor 6th floor where all the ac units are located.. I have complained about the noise and vibration from the ac units running. The vibration from these units is absolute torture it runs through the walls and it can be felt in the furniture. They advised me that they put grommits or some sort of insulaation under the ac units but it still vibrates and I would like to know and advise them... what else can be done please help..

Call the Building Inspector and the Health Dept. and advise the landlord that you will be putting rents in escrow with a lawyer.

Determine if prolonged exposure to the level of noise you are experience may risk causing you hearing damage. See if Health Department or even Police have sound meters, otherwise Radio Shack has a Sound Pressure Level Meter for $50 which shows loudness in decibels. See if there are any State or local government codes on acceptable levels of noise exposure as there are national standards with respect to occupational noise exposure in workplace (OSHA).
Try to contact HVAC contracts who advertise they pay attention to such problems and ask then if they would be able to resolve the problem and if they could give you estimates to pass along to your property manager. If the effort so far to remedy the situation has made no difference it may be that the same inept contractors who created the problem were asked to resolve it. You might also wish to contact contractors who do vibration isolation and/or soundproofing.
