I saw the beginning of this movie when I was very young, my mom didn't like it so she shut it off. I've been trying to find it for a while now but no luck.

A blonde woman is walking in a parking lot when a man wearing covers and plastic covering his feet and hair attacks her, she gets away and seeks help from a man walking her way disguised as a store worker, but he is also trying to grab her she hides under a car but gets caught I think she was tasered, the next scene is she is strapped down on her belly to a hospital bed and her clothes are cut off from the pants up.
