Hi David...
Could you take just a little more time and provide some information here?
Things like which faucet? How many handles on the faucet? How old is the faucet? Is this a new issue that popped up slowly or an old issue that you have been frustrated by, etc.

I installed a pressure balancing shower valve a while back. Seems since then, when opening the cold water at any sink in the house, you get hot water for about a minute or two before it gets cold. What's going on? The manufacturer's girl at the help desk (Eljer) says it can't be the valve. I'm not convinced, you?

Hmmmm.. I'm not convinced either! Any chance you have shutoffs going to the new valve?

The simplest thing would be to call Eljer back and tell them that the plumber said the cartridge is defective and needs to be replaced, or if you don't mind shelling out a few bucks simply go get a replacement cartridge and install the new cartridge to see if the issue is resolved.
If that failed to fix the issue then you would start to look at other single handle faucets (shut off the hot water shut off below each sink with these faucets) or may even need to look into seeing if you have a CHECK VALVE installed at/near the water heater system... could be an issue there, too (if present).
