You really have to be kidding. Cost of Living varies WIDELY depending on where you live. It also depends greatly on your lifestyle. For example, can you prepare your own meals or will you eat out a lot? Do you have a car? What about payments, insurance etc. In my area $680 MAY get you a basement apartment in someone's home or a studio in a questionable neighborhood. In other areas it might get you a nice one bedroom.
What I suggest you do is Google making a budget. You should get some tips on all the items you need to account for as part of your monthly expenses. Then go look at apartments see the condition and location at each price range.

Thank you very much for your help!
Well I will be preparing my own meals, no car, and the place I found is decent for that amount.

When I was your age I lived extremely cheaply. I had no car and a strict grocery budget. I shared apartments, many times cheaper also for utilities and household necessities. It was long ago so the $$ is not meaningful ($65/mo for everything in 1967). I did that for about the next 7 years. Currently we eat very well, without buying fast food at all and rarely going out to eat, on $5.50/day/person. But our property taxes alone are $700/mo.
Clothes from thrift stores or wait until birthdays. One painfully unanticipated expense might be dental, but I had none. Medical you can take the chance of an ERs taking you if it's a true medical emergency. Not something I would advise. Beware of the new health insurance requirement.

Oh, utilities: electric in an apartment can run as low as $12/mo without electric heat, but if you are paying your own heat, it's most likely electric and will be a lot in the north. Ask the electric co for the range of costs for the last tenant at that address (they used to give out that info).
As you can see there are too many variables to answer this question. I did my best with groceries and electric.
And don't forget to find out how much in taxes will be taken out of any paycheck...

And if the place is not insulated well utilities can be 100 to 200 dollars a month also. Food, do you eat mac and cheese every night or do you eat only fresh organic foods or lobster every night but food will be 50 or more a week
No car, so how do you get around, public transit ? What is that cost.

I'll eat something decent but not too over the top and I'll probably walk places, everything is close to the place I was looking at.
