Garnishment was put on my wages - now collection agency sent letter stating that my employer will be responsible for my debt if not paid, can they put a motion in court to do this legally?

Nahh. It's not your employers debt... A garnishment notice IS an ORDER from the court, so it MUST be obeyed... But, if your employer doesn't want to, for some reason, he'll be subject to a contempt of court citation. He doesn't have to pay your debt, though.

Employer was not aware of the garnishment, what is contempt of court citation involve?

If he's not aware of it, it doesn't exist. Contempt of court is usually payable by a fine. Of course, IF your employer DOES get the court order, he WILL abide by it, won't he?

Now I am on layoff from my employer so no wages will be paid to me except unemployment.
