In the state of N.C can child support arrearage be garnished from ssa lump sum?
Yes.
Section 459 of the Act (42 U.S.C. 659) allows Social Security benefits to be garnished to enforce child support and/or alimony obligations (http://www.socialsecurity.gov/deposit/DDFAQ898.htm)

Yes. If they know you are getting a lump sum when you first get on SSD they will be there to make sure they are satisfied.
