If someone has an open arrest warrant for refusing a breathaliser from years ago in Ontario and left the country to head back home to Britain, can they enter or travel to another province in Canada without fear of being arrested?

No, they will have the fear of being arrested, It is very likely the warrant is still active and on the record. You need to hire an attorney in that area and deal with it.
