Starter motor spins but does not engage with the flywheel. The engine does not turn over and the starter just keeps on "singing"anyway. Has a new solenoid and new ignition switch so far, Battery shows 12 volts but may not be delivering the necessary cranking amps to crank over ?

It sounds like a starter problem. It is probably the plastic gear on the starter. If the starter has a black plastic cover over the top of it you can remove that and watch what happens when you try to crank it over.
