Water is leaking from the top of electric hot water system. Should io replace or repair?

Hot water heater? Is the water coming out of one of the two pipes or where?

If you have water on top of the heater I can only assume that it's coming from a bad connection at the heater and not the heater itself.
I would save my money and repair. Good luck, Tom
