My sister has transferred her interest (which is not determined) to my other sister. We all three owned the property equally.

Your sister has a right to transfer her share to someone else.. Unless there is something in the deed or another agreement that requires approval of all three owners then there is nothing you can do.

What do you mean that her interest is "not determined"?
