My daughter, 15, has been close friends with a kid, 19, for a long time now.
Even though they aren't dating, (yet), I wanted to know the laws. I know there aren't
Laws on dating, only sex, so I was wandering what that means. Can they
Kiss? Makeout? Anything like that? I don't want him to get in any trouble. Thank You.

Laws vary by location. So your location is necessary to answer this question.

If you don't want them to get into trouble then have your daughter wait until she is 18 before anything can be pursued as far as a relationship with this adult man.
Anything short of that is a gray area at best.
As a mother you are comfortable with your 15 year old daughter dating a 19 year old man? Somehow I think you are the 15 year old daughter.

Sexual activity can be defined differently by area. In some areas ANY sexual activity would violate the law.
But I agree with J_9. More importantly then the laws on sex, is your rights as a parent. You have the right to say that she can't date this guy until she's 18. If he tries to continue his relationship he may be violating parental interference laws.

We live in Pennsylvania.
And she's almost 16. He just turned 19.
It's barely even problamatic.
Just curious,
You are still okay with this? I'm a mother of a 17 year old girl and I would not feel comfortable with her dating a20 year old. Same age gap by the way.
As a matter of fact, I would not allow my daughter to date a 20 year old, neither would her father.

The age of consent for PA is 16, but if the other party is less than 4 years older it's a lessor offense.
But that still doesn't answer J_9's point. Why would you allow your daughter to date this person?
