It was a small toy dog from early/mid 90's that had a spinning face (you had to spin the face manually, and it just rotated so the face was sideways/upside down). Its lime green stomach / belly was round and full of some kind of gel or jelly. It was mostly white with neon pink and green details if I remember correctly. It also had an elastic string attached to it so it could be used kind of like a yo-yo. Its body was roughly tennis ball sized.
