I am replacing a failed 6kv neon transformer. The new one has no voltage out but has
A secondary ground fault connection. Must this be connected before you get output, if so, where?

If you can provide the make and model number of the neon transformer, we may be able to find the datasheet on this.

You gave no make, so did a search for the model number. Is this your unit?
6.5KV UL Neon Power Supply Transformer - Detailed info for 6.5KV UL Neon Power Supply Transformer, power transformer,6.5KV UL Neon Power Supply Transformer,HM106ND on Alibaba.com (http://fhneon.en.alibaba.com/product/269161408-209336558/6_5KV_UL_Neon_Power_Supply_Transformer.html)
Not much for specs there.
So what is the issue?
What does a secondary fault connection mean?
The secondary has a ground fault with no load?
Transformers or ballasts often have fault currents, and do not work well on GFI devices.
