1990 chevy, 1500, 350, at, parking brake flashes 10 times and on the 10th time it stays solid for a second or two and then starts the fleshing over again??

Sounds like the parking brake is adjusted too tight--back it off a little and you should be fine. Did you recently have the rear brakes replaced?
