The transmission does both of the functions noted. If you hear a hum, it's probably the motor you hear. And, it is probably a broken or disconnected drive belt or possibly a loose or broken pulley on the motor or transmission. You'll need to pull the washer out and remove the back of the washer to see what is happening.
