Which is her native language? If it's French, German or Spanish, they're still global (or more "European" for German), but tell her the advantages of being an English-speaking person and living in an English-speaking country. Tell her about the UK dominating the 19th century and early 20th century, and the USA dominating a lot of the 20th century. Tell her how much in the world is English (popular culture, music, on-off on radio, television and tape recorders, politics, economics and whatever), even in non English-speaking countries. Tell her how English is taught at school outside English-speaking countries and other children struggle to learn English, while she just has it as a baisc language from early childhood.

Peer pressure in school will eventually convince her to speak English. Meanwhile, speak in both languages to her and explain how smart and wonderful it is to be able to speak in more than one language! Check out English language books from the library and read them with her. Make speaking English fun by making up stories, especially with her as the star or center of the story. "Once upon a time there was a little girl named [her name]. She wanted to go shopping. I wonder what she wanted to buy."

If she says something for the story in her native language, agree with her and then repeat that enthusiastically in English. Then go on with the story with her helping tell it in a mixture of her/your two languages. Ease into the English speaking and do not criticize her if she won't use English. Be patient.

I'm guessing the more everyone tries to force her to speak English, the more she will resist. Make English speaking fun!

I may go with only speaking English at home for now to get her used to it.

Why does she resist English? I doubt she has any political opinion about it.

Remember that the child is ONLY 4 years old.
