My GE electric dryer timer knob is so difficult to turn that two different knobs have broken. I have to use pliers and a lot of force to turn the metal shaft. What can I do to fix it? Can a repairman replace the stem or loosen it somehow?

Try pushing in and turn in the opposite direction to see if the knob/shaft can be removed.
