How did it run before you replaced the parts?
When it's not starting, do you still have fuel? Do you still have spark?
Was the check engine light on before you did repairs?

Perform tests in the link below:

I'd focus on the Ignition Control Module and coil.

It's possible that the "new" fuel filter is faulty.
NEW sometimes stands for: Never Ever Worked.
I would try another filter but make certain you install with the FLOW arrow in the appropriate orientation.

Could it be fuel pump? I had my wife turn the key on and I didn't hear the pump kick on?

Crack open the top nut on the fuel filter. Put a rag around it, have your wife bump the starter (very very briefly) and you watch.
Fuel should soak the rag in that brief time. If it doesn't, diagnose fuel pump circuit.
Make sure you do this outside and use exstream caution.

Did you test all under hood and under dash fuses, with a test light or multimeter?

Changing fuel filters often causes the CEL to come on. Reset the ECM with a code reader or scan tool.

All fuses are fine
