My 1995 Honda Civic will not start. I am getting good spark and gas. My CEL goes off, I hear the Main Relay Click, I hear a buzz, then another Click (fuel and 2nd click I guess) I took off the fuel pressure bolt, and I saw fuel spewing out when I turn the ignition key. I have checked all the fuses under the hood, and in the car, and only found no voltage on a 7.5A Starter Signal fuse. I have no idea what this fuse is used for, and should I get voltage only if the car is running? Oh! The fuse is good, no break, good continuity with a meter as well?? At this time, I am thinking I may have bad gas? The gas does not smell as strong as it usually does, and looks more yellow. Any ideas?

I would check TXgreasemonkeys troubleshooting:

Never had to deal with the starter fuse, It may only have power when key is turned to "start".
I would check for power to solenoid from ignition, when cranking, if it is hot during cranking, you may have a bad starter, Ignition switch is also a posibility. I would test out, not just change parts.

My 1995 Honda Civic will not start. Tested everything, and so far, everything has passed. Here is what I am getting and seeing: Good spark to each cylinder; when I remove the fuel pressure bolt to release pressure from the fuel line, I turn on my ignition for a split second, and I saw gas flying out where I removed the bolt; I am seeing fuel on the spark plugs when I remove them; I am smelling gas when I "over try" to start the car; car seems like it wants to start, meaning it is not just turning over, it is trying to start (If you could understand). I want to believe it is bad gas; I can't believe it's the ECU, because the car was running fine 2 days ago, no problems. The only recent change was filling up.

Thanks will do; secondly, if the solenoid is bad, my starter should act flacky right? However it almost seems like the car is about to start but then goes back to a steady rhythm and I could smell the gas coming out of my exhaust...

Most likely, you have a distributor problem. You may have spark but the Ignition Control Module (ICM) may not be firing when the ECM wants it to. I'd try replacing the ICM and coil. If the problem persists, the internal sensors (CKP, TDC, and CYL) may be bad. In this case, install your new ICM and coil in a new genuine Honda distributor housing. Most new aftermarket distributors for Hondas are lousy--50%+ fail out of the box.
