How would I melt chocolate chips if I don't have a bowl for a double broiler?

There are a couple of ways. You can simmer water in a skillet and use something like a stainless steel bowl set in the skillet.
You can set one pan on top on another pan, with the bottom pan holding simmering water and the top the chocolate chips. You don't want the top pan to touch the water and don't get water in the chips.
Another way is to use the microwave, at medium power. Start with 40 seconds for an ounce and 1 1/2 minutes for 6 ounces. At that point, try to stir the chips, and add 30 seconds at a time if needed.

I find when you microwave the chocolate it tends to run a greyish colour. I do like using the double boiler method, I find it's easier to control the temperature, and it has less of a bitter taste like when you microwave.

I haven't had any problems microwaving. Are you using a lower setting - I put mine at 50%.

A double boiler is very easy to make like Just Looking suggested. Use a stainless steel bowl and place it in a pot of boiling water.
