I have a daughter with this guy who doesn't see or buy my daughter anything, she is now 3 yrs old and I have a wonderful man in my life who she knows as daddy he buys her eveything she needs and wants and takes care of her like his own! He wants to adopt her and when I asked her biologial dad to sign his writes over he said bring me the papers and I will, so where do I go to do that?

The lawyer who is going to do the adoption paper work , includes this in with it.
He does not have to buy her "things" if there is court ordered child support he is to pay it. ** if there is no court order he is not obligated to pay anything.

There is a sticky located at the top of the Family Law forum regarding termination of parental rights. You can read it here:
https://www.askmehelpdesk.com/family-law/signing-over-rights-read-first-116098.html
As noted in the sticky, courts are hesitant to allow a parent to relinquish their rights. Is the biological father listed on the birth certificate? Has he been acknowledged as the father through signing a paternity acknowledgment or through a court-ordered DNA test?
You stated that there is another party willing to adopt - are you married to that person? If not, the courts will be even more hesitant to allow an adoption because there's no guarantee your feelings won't change and you'll be back in court in another three years, with another new "daddy" who wants to adopt the child.
