Not an expert, but would check to see if physically stuck open, then Throttle position sensor operation, better info may follow.

. Clean throttle plate and throttle body with Valvoline Heavy Duty Carb. & Throttle Body Cleaner.

. Check throttle cable, to ensure it has not come out of a routing bracket.

. Check throttle cable adjustment.
